Overview

The Independent Appeals Panel members were recruited by the statutory watchdog organisations, Transport Focus and London TravelWatch. They were appointed in April 2024, in line with the Railways (Penalty Fares) (Amendment) Regulations 2022 and will consider 3rd stage appeals against Penalty Fare Notices issued by Train Operating Companies (excluding Transport for London). The panel members are totally independent of the Appeals Service and the Train Companies.

Panel Members

Stuart McCaighy
Stuart McCaighy qualified as a therapeutic radiographer over 25 years ago, working both in the public and private sectors, and has spent the last 8 years as an NHS Senior Operational Manager. In 2005 he became a Magistrate and is now a Presiding Justice.
Tracey Chamberlain
Tracey Chamberlain is a Registered Nurse who works with patients in complex care. She is a case manager and an expert witness. Tracey spent 8 years as an independent registrant panellist for the Nursing and Midwifery Council (NMC).
Nick Collins
Nick Collins has over 25 years' experience as a civil litigation lawyer and throughout that time has both acted for parties in their dispute resolution and also sat as an adjudicator upon multiple panels.
Maureen Garrett
Maureen Garrett has been qualified as a solicitor in England & Wales and Hong Kong for more than 20 years. During this time, she has practised civil litigation, criminal law, both defence and prosecution and administrative law. She has held senior positions with Hong Kong's financial regulator, specialising in financial regulatory law.
Patrick A
Patrick A has worked previously in the Financial Services, Sports and Education industries. He is currently involved in a number of sports arbitration and regulatory panels and is also mentoring and supporting in Secondary Schools.
Gillian Seager
Gillian Seager works in a range of regulatory roles, which includes sitting on disciplinary/fitness to practise panels, case examiner and investigation panel member. She also sits as a magistrate.
Dr Thomas Foreman
Dr Thomas Foreman is a management consultant who specialises in organisational transformation and governance. His work has a citizen-centric ethos, promoting ethical leadership and inclusivity. He has worked at a senior level in government and is a Chartered Manager, Fellow of the Chartered Management Institute, and a Fellow of the Institute of Consulting.
